Edwin M. Rollins is Chief Executive Officer of RMR Technology Group, bringing nearly four decades of federal civilian, military, and commercial executive leadership to the firm. A decorated U.S. Air Force veteran (Ret., 22 years) and former Department of the Treasury (IRS) GS-14 Federal Certified Acquisition Expert, Edwin guides RMR’s corporate direction, growth strategy, and federal contracting operations.
Throughout his 17-year federal civil service career, Edwin specialized in large-scale federal acquisition, contract management, program management, physical security, and digital modernization. As a Level III Contracting Officer’s Representative (DAU/FAI certified), he managed approximately $70 million in federal contracts since 2010, including $45 million in high-profile IRS initiatives across the Online Services Program Management Office (supporting IRS.gov) and the Enterprise Digitalization PMO. Over his tenure, he oversaw hundreds of contractor personnel, ensured strict FISMA and IT security compliance, and earned 15 performance awards for exceptional service.
At RMR, Edwin leverages his unique perspective on both traditional contract administration and strategic acquisition governance. His dual expertise enables RMR to deliver disciplined contract execution while utilizing federal acquisition frameworks to drive innovation, modernization, and mission transformation for agency clients.
Edwin served 22 years in the U.S. Air Force (Active and Reserve), retiring at the rank of Senior Master Sergeant (E-8). His military career includes leading up to 300 Airmen in aircraft maintenance operations, earning the Meritorious Service Medal and two Air Force Commendation Medals, and completing combat deployments supporting no-fly zones in Iraq and Bosnia.
Edwin holds a Bachelor of Science in Organizational Behavior with a Minor in Management from the University of San Francisco, an Associate of Science in Aircraft Technology from the Community College of the Air Force, and maintains a Public Trust Clearance.
