Following ownership transition, RMR secures SBA SDVOSB and VOSB certifications, establishing an executive powerhouse uniting federal contract management with Mission Driven enterprise HR and AI transformation.
CLIFTON, VA. & WASHINGTON, D.C. — RMR Technology Group, LLC today announced the appointment of Edwin M. Rollins as Chief Executive Officer. Mr. Rollins, a decorated U.S. Air Force veteran (Ret., 22 years) and former Department of the Treasury, Internal Revenue Service (IRS) GS-14 Federal Certified Acquisition Expert with 17 years of civil service, assumes executive leadership following a strategic ownership transition. Concurrently, RMR Technology Group has officially achieved designation from the U.S. Small Business Administration (SBA) as a Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB).
The addition of Mr. Rollins alongside President Terrie J. Rollins unites two highly complementary executive skill sets, combining federal acquisition and contract oversight with enterprise workforce transformation and human-centered AI governance. This executive capability positions RMR as a premier SDVOSB/VOSB partner directly aligned with FY26–FY29 federal procurement priorities across civilian and defense agencies.
KEY FEDERAL CONTRACTING & CERTIFICATION HIGHLIGHTS
- SBA SDVOSB & VOSB Certified: Fully eligible for federal SDVOSB/VOSB set-aside, sole-source contract awards government-wide, and Department of Veterans Affairs (VA) special contracting pursuits.
- Proven Acquisition Leadership: Leadership background with direct oversight of nearly $85M in federal contracts since 2010; including contracts related to IRS digitalization and modernization of tax return processing, online services (IRS.gov), and enterprise security.
- Expanded Practice Portfolio: Integrated capabilities spanning Federal Acquisition & Contract Oversight, Program Management (PMO), AI Governance, Strategic Human Capital, and Security & Operational Resilience.
“I am honored to lead RMR Technology Group into its next chapter as an SBA-certified SDVOSB and VOSB,” said Edwin M. Rollins, CEO. “Having spent nearly four decades in public and military service—managing multi-million-dollar federal programs and contract portfolios—I understand firsthand the strict compliance, accountability, and execution standards federal agencies demand. RMR is uniquely structured to deliver disciplined contract administration and acquisition lifecycle support while empowering agency partners to achieve mission critical outcomes.”
COMPLEMENTARY EXECUTIVE LEADERSHIP
Terrie J. Rollins will continue in her role as President, bringing over 25 years of professional leadership in Business Development, Client Delivery, and Solution Service Portfolio Design for premier global firms including PricewaterhouseCoopers, Booz Allen Hamilton, Unisys, PRM Consulting Group, and Howrey. Her business development expertise includes generating approximately $70 million in revenue across government and commercial sectors, leveraging strategic vision, relationship-building, and competitive capture strategies to secure transformative opportunities and accelerate sustainable business growth.
Having served in executive positions such as Chief HR Officer, Chief Information Officer, and Chief Knowledge Officer, Terrie continues to lead RMR’s corporate portfolio across Enterprise AI + HR Integration, Strategic Workforce Consulting, HRIT Modernization, Workforce Intelligence Analytics, and Military-Connected Workforce Strategies across key federal agencies including National Security, Defense and HR Intelligence.
With Edwin’s appointment as CEO, RMR expands beyond its core foundation as an HR and management consulting firm to offer a unified, multi-disciplinary service model. Edwin brings nearly four decades of federal and military leadership, including 22 years in the U.S. Air Force as a retired Senior Master Sergeant (E-8) and 17 years at the Department of the Treasury (IRS) as a GS-14 Technical Management and Program Analyst and DAU/FAI COR Level III expert. His expertise bridges traditional contract administration – ensuring compliance, cost control, and performance – with strategic acquisition governance, leveraging contracts as mechanisms for innovation, modernization, and mission transformation. Together, Edwin and Terrie join their complementary capabilities to bridge the gap between complex federal acquisition lifecycle management and forward-looking workforce modernization.
“RMR is no longer solely an HR and management consulting firm,” stated Terrie J. Rollins, President. “By integrating Edwin’s extensive federal acquisition and program oversight expertise with our deep human capital and AI transformation solutions, we offer federal agencies and industry prime partners an unparalleled boutique consulting capability grounded in mission readiness and authentic military-connected leadership."
